It hardly ever matters unless one intends to run the Borg, though. Despite the common myth (or propaganda, I'd say), Mach-O doesn't buy much over PEF, neither Cocoa over Carbon. On the other hand, it's still pretty hard to make Mach-O binary compatible with earlier releases of OS X (please search for Apple technical notes to see the current miserable state of affairs of Mach-O binary compatibility).
